Liebe Studierende,
unsere Uni wird seit Jahren kaputtgespart: Wir wehren uns!
Nun ist das Hauptgebäude schon seit fast einem Monat zu, und wir alle merken tagtäglich, wie es unser Studium und Campusleben beeinträchtigt: Online-Lehre statt Präsenzvorlesungen, studentisches Leben am Campus eingeschränkt. Das Hauptgebäude ist nicht das erste und es wird ganz sicher nicht das letzte Gebäude sein, welches geschlossen wird. Die Schäden an unserer Universität sind durch jahrelange Unterfinanzierung und Depriorisierung von Bildung entstanden.
Wir wollen unsere Unis schützen gegen die Kürzungen des Berliner Senats! Doch der Ausgleich dieser Schäden darf explizit nicht durch den Bruch der Zivilklausel zum Zweck der militärischen Nutzung passieren. Und nicht nur unsere Lernorte, auch das studentische Leben am Campus ist akut bedroht: Die Schließung des Café A zeigt, unter welchem Druck unsere eigenen Räume an unserer eigenen Uni stehen. Jetzt müssen wir ins Handeln kommen!
Als Studierendenschaft machen wir deshalb jetzt Gebrauch vom höchsten offiziellen Mittel, das wir haben:

Du fragst dich, was genau dich auf der Vollversammlung erwartet oder wie du dich einbringen kannst? Keine Sorge! Hier sind die wichtigsten Antworten für alle, die zum ersten Mal dabei sind oder sich noch nicht so gut auskennen:
__? Was ist eine Studentische Vollversammlung überhaupt ?__
Die Vollversammlung ist das Treffen aller immatrikulierten Studierenden einer Universität. Im Gegensatz zum Studierendenparlament (StuPa), das aus gewählten Vertreterinnen und Vertretern besteht, kommen hier alle Studierenden direkt zusammen, um über hochschulpolitische, soziale oder gesellschaftliche Themen zu diskutieren, die uns alle betreffen. Es ist das höchste basisdemokratische Organ, das wir haben.
__? Wer darf teilnehmen und wer darf wählen ?__
Teilnahme: Alle Studierenden der Universität haben das Recht, teilzunehmen, mitzureden und Anträge einzubringen. Bring am besten deinen Studierendenausweis mit!
Stimm- und Wahlrecht: Stimmberechtigt (also wahl- und abstimmungsberechtigt) sind ausschließlich alle offiziell immatrikulierten Studierenden der Hochschule. Du musst also einfach nur an dieser Uni studieren, um abstimmen zu dürfen.
__? Kann ICH Beschlüsse fassen oder eigene Anliegen einbringen ?__
Ja, absolut! Die Vollversammlung lebt genau davon, dass jede einzelne Person ihre eigenen Themen, Probleme und Ideen einbringen kann.
Eigene Anträge stellen: Wenn dich etwas an der Uni stört oder du eine konkrete Forderung hast, kannst du das als Antrag formulieren und einbringen.
Gemeinsam abstimmen: Jede/r anwesende Studierende hat eine Stimme. Dein Antrag wird diskutiert, und wenn die Mehrheit dafür stimmt, wird daraus ein offizieller Beschluss der Studentischen Vollversammlung.
__? Barrierefreier Zugang ?__
Ja! Das HE-101 bietet Fahrstühle um in den Saal zu gelangen und im MA Gebäude befinden auch Barrierefreie Toiletten.
__? Was bewirken diese Beschlüsse rechtlich und politisch ?__
Beschlüsse der VV haben ein enormes politisches Gewicht. Sie zeigen der Universitätsleitung, der Politik und der Öffentlichkeit, was die Mehrheit der Studierenden fordert. Damit ein Beschluss für unsere studentischen Gremien rechtlich bindend wird, setzen die universitären Satzungen zwar hohe Quoten für die Anwesenheit voraus – aber auch wenn wir diese Quote nicht knacken, gilt: Ein Beschluss der Vollversammlung ist das stärkste Meinungsbild der gesamten Studierendenschaft. Gegenüber dem Präsidium entfaltet er zwar keine direkte rechtliche Bindung, aber kein Präsidium kann ein solches Signal einfach ignorieren.
__? Warum ist es gerade JETZT wichtig, dass ich komme ?__
Weil aktuell Entscheidungen über Kürzungen, Rüstungsforschung und den Erhalt unserer studentischen Räume getroffen werden. Wenn wir jetzt nicht als Masse laut werden, entscheidet die Politik über unsere Köpfe hinweg.
Jede einzelne Person auf der VV erhöht den Druck. Komm vorbei und bring deine Kommiliton:innen mit!

Dear students,
Our university has been starved of funding for years: We are fighting back!
Now, the main building has been closed for almost a month, and we all notice every single day how it affects our studies and campus life: online teaching instead of in-person lectures, and student life on campus is severely restricted. The main building is not the first, and it certainly won’t be the last building to be closed. The damages at our university are the result of years of underfunding and the deprioritization of education.
We want to protect our universities against the budget cuts of the Berlin Senate! However, compensating for these damages must explicitly not happen through breaching the civil clause (Zivilklausel) for military use. And it is not just our places of learning—student life on campus is also acutely threatened: The closure of Café A shows the pressure under which our own spaces at our own university stand. Now is the time to take action!
As a student body, we are therefore now making use of the highest official tool we have:

Are you wondering what exactly to expect at the General Assembly or how you can get involved? Don’t worry! Here are the most important answers for everyone who is attending for the first time or isn’t too familiar with it yet:
__? What is a Student General Assembly anyway ?__
The General Assembly (Vollversammlung) is the meeting of all enrolled students of a university. In contrast to the Student Parliament (StuPa), which consists of elected representatives, all students come together directly here to discuss university-political, social, or societal issues that affect us all. It is the highest grassroots-democratic body we have.
__? Who is allowed to participate and who is allowed to vote ?__
Participation: All students of the university have the right to participate, speak up, and submit motions. It’s best to bring your student ID (Studierendenausweis) with you!
Voting Rights: Only officially enrolled students of the university are eligible to vote. So, you just need to be a student at this university to be allowed to vote!
__? Can I pass resolutions or bring forward my own concerns ?__
Yes, absolutely! The General Assembly thrives precisely on the fact that every single person can bring forward their own topics, problems, and ideas.
Submitting your own motions: If something bothers you at the university or you have a specific demand, you can formulate it as a motion and bring it forward.
Voting together: Every student present has one vote. Your motion will be debated, and if the majority votes in favor, it becomes an official resolution of the Student General Assembly.
__? barrier-free access ?__
Yes! Room HE 101 has elevators to access the hall, and there are also accessible toilets located in the MA building.
__? What impact do these resolutions have legally and politically ?__
Resolutions of the General Assembly carry enormous political weight. They show the university management, politicians, and the public what the majority of students are demanding. Although university regulations require a high attendance quorum for a resolution to become legally binding for our student bodies—even if we don’t crack this quorum, the rule remains: A resolution of the General Assembly is the strongest expression of opinion of the entire student body. While it does not create a direct legal obligation for the university presidium, no presidium can simply ignore such a powerful signal.
__? Why is it important that I come right NOW ?__
Because decisions regarding budget cuts, military research, and the preservation of our student spaces are being made right now. If we do not make our voices heard as a collective mass now, politicians will make decisions over our heads.
Every single person at the General Assembly increases the pressure. Come by and bring your friends with you!
